How do you know Windows 11 is still queued to install, if you left the Insider program? Does it show up in a list in Windows Update Settings? If you're sure you left Insider Program, then I'd reset Windows Updates and it should not have WIndows 11 queued any longer One of the steps I'll give you will delete the downloaded Updates cache so they have to download again, and it will wipe the memory of Windows 11 being queued.

Once you complete that Check for Updates and if WIndows 11 is no longer there then go ahead and install them all so you get needed security and performance patches. I hope this helps.
