Not really, no. The icon in the taskbar for a running program is that of the program, not the shortcut that started it. So the running program in this case is your browser. I think this one needs a little update — the big players have made this easier. In Chrome, go to the webpage you want to use the favicon for. Options menu 3 dots top right corner , More tools, Create Shortcut… — puts a shortcut on the desktop using the favicon.
Drag the shortcut to your taskbar. Not sure where I copied n pasted this from - but a good one for IE "Since IE loads your icon out of the Temporary Internet Files folder, it must be able to actually store it there. If you are setting the no-cache directive for the icon file, then IE will not be able to display your icon and will display the default icon instead.
You can use Fiddler to verify. Setting an absolute path verse a relative path in href feels wrong. What if the image is not publicly available outside the application prior to publishing?

Should anyone make it down to this answer: Same issue: didn't work in IE including IE 10 , worked everywhere else. I found a combination of the favicon creator link here, and using msdn. Thank you! IE is at it once again!
